Item that grants 100% chance to upgrade any item (except Spirit Stones) from +4 to +5. It works in a similar way to a Blessing Scroll, Drag the Blacksmith memo and drop it on the item you want to upgrade (note that you must have the materials required to upgrade). It can be obtained by buying/trading with other players or by completing level 50 Garrison Chief's quest.
